What Does The Building Division Do? The Building Division insures the safety and health of the public by enforcement of the Uniform Building Codes, State Construction/Accessibility Codes, and local ordinances relating to the construction of buildings and structures. The Building Division exists for one purpose - to serve the public by assuring that the community's safety and general welfare anticipated by the City's various adopted construction codes and policies is achieved.
The Building Official, serves as Division Head over the building inspectors. He works in conjunction with the Senior Building Inspector, and building inspectors in the field to enforce the various federal, state and local codes regulating the construction, use, or occupancy of buildings and structures. The Building Official's primary responsibility is to assure that the safety and health of the public is maintained through achieving compliance with these requirements established by law. Even before actual construction begins, the Building Official, or his/her designee, reviews all proposed construction plans and architectural drawings for compliance with construction codes.
Once a permit to build is issued to the builder/contractor, the Building Official is then responsible to oversee periodic inspection of the construction activity itself to ensure that the approved plans are being followed. Most of these inspection activities take place on the job site and are carried out by the Building Inspector. Field inspections are performed on buildings, swimming pools, accessory structures, building demolitions, remodels, additions and other construction activities that require a building permit.
The Building Official is also responsible for maintaining all official records related to construction activities including monitoring approved plans, permits issued, and field inspection records. He oversees the collection of most of the development related building impact and capital facility fees that are paid by the builders or permit applicants at the time of building permit issuance. The Administrative Secretary works closely with the Building Official to prepare and issue permit documents, schedule inspections, maintain official files and records, and prepares monthly and annual building activity reports.
