Q: What is Site Plan Review?

Site Plan Review is a response to your project by the Site Plan Review Committee. The Site Plan Review Committee consists of representatives of the Police and Public Works Departments, the Associate Planner, Chief Building Official and Fire Marshal. The Committee generally meets every other Thursday afternoon. This Committee allows for the maximum staff input and recommendation by consensus. Following this meeting, the Planner will explore the possible issues and probable processes. Following this research, the Planner will prepare a formal response with comments and recommendations prior to proceeding with a public hearing or construction drawings. All applicants are welcome and encouraged to meet and discuss with the Planner and/or other members of the Site Plan Review Committee project recommendations and conditions. Decisions of the Site Plan Review Committee may be appealed to the Planning Commission within 10 days of the Committees action.

 

 

Q: What do I need to submit to Site Plan Review?

Site Plan review submittals should include the following:

10 sets: 24x36" Site Plans to scale, dimensioned, with parking and circulation, conceptual landscaping, and lighting
10 sets: 24x36"Floor Plans, including doors, rooms, uses, dimensions
10 sets: 24x36" Elevations, calling out exterior materials, colors
1 set: 11x17 reduction of site plan, floor plan, elevations, sign plan if available
1 set: Exterior colors sample board
1 set: Completed Environmental Information Form (EIF)
1 set: Completed Site Plan Review Application

There are other processes that can be initiated concurrent with or subsequent to the Site Plan Review process. These include:

  1. Application for an Initial Study/Environmental Determination required under the California Environmental Quality Act (CEQA). This requires submittal of the completed EIF and an application deposit of $225. Completion of the process normally requires six weeks. To expedite processing, it is advisable that the applicant submit this application concurrently with or immediately following Site Plan Review.

  2. Preparation of a Grading and Drainage Plan (3 sets, 24x36" or larger), submitted to the Community Development Department with a deposit of $600. Grading and Drainage review and any required revisions normally takes 4-6 weeks.

  3. Preparation of construction documents. It is advisable to prepare these for plan check after completing the Site Plan Review process. Initial Plan check normally takes two weeks.

A complete landscaping and irrigation plan is required to be submitted and approved prior to issuance of a building permit.
