East F Street Corridor Specific Plan

The City of Oakdale General Plan has defined various areas for growth within its Sphere of Influence.  Each of these areas has been identified for the purpose of preparing a Specific Plan to precede annexation.  On the eastern edge of town, Areas 8 and 9 were originally separated by the East F Street Corridor.  A combination of consistent pressure from project proponents and interest on the part of the City led to the reevaluation of appropriate boundaries for delineation of these Plan Areas.  As a result, the City has initiated the preparation of the East F Street Corridor Specific Plan.  This Specific Plan comprises properties both on the north and south side of the East F Street Corridor, effectively removing these frontage properties from both Areas 8 and 9.  The East F Street Corridor and adjacent undeveloped lands offer both the first and last impression that many travelers see as they enter and exit the City’s eastern limits, and as such plays an important role in shaping the overall community identity, character, and image.

The Oakdale East F Street Corridor Specific Plan is more than just a subdivision plan, it is a broader vision established to enhance Oakdale’s image, while preserving the rural and quaint characteristics of the community.  The Specific Plan is a regulatory plan adopted by ordinance that provides the goals, objectives, policies, development standards and design expectations necessary to ensure consistency in the quality and character of development.  It is not the intent of the Specific Plan to restrict development opportunity, but rather to provide a framework, which will ensure that over time the built environment of the Plan Area will be cohesive with the overall vision of the City.

The Specific Plan has been prepared as a precursor to annexation into the City of Oakdale and will be used to implement the City of Oakdale’s General Plan and the City’s adopted Specific Plan Design Principles. It will be used as a tool in the review and approval process of precise development proposals such as tentative subdivision maps, site plans, and improvement plans as they are proposed for the Plan Area. Responsibility for interpretation of the Specific Plan’s goals, objectives, policies, development standards and design expectations lies with the City of Oakdale and the Community Development Department.
