	Background When the General Plan was adopted in 1994, several Planning Areas were identified along the City's edges to accommodate future growth. Since that time, growth has been administered through implementation of individual Specific Plans prepared for these Planning Areas, resulting in the newer neighborhoods of Burchell Hill and Bridle Ridge. To date, not all Planning Areas have been master planned. Consistent with the City's past approach, two Specific Plans are being prepared that will provide plans for land uses, roadways, utilities, and financing for each plan area, which the City and property owners can use to guide its development. The Specific Plans are being prepared concurrently with the City's comprehensive General Plan Update, and through this process, there will be other opportunities for the public to learn more about the master planning for Areas 1, 3, and 9.		Development Plan Concepts Conceptual land use plans have been prepared for the future development of Areas 1 & 3 and Area 9. These concepts will be refined as the Specific Plans are prepared.
