City of Oakdale 2030 General Plan

The Oakdale 2030 General Plan presents a vision for the City’s future and a strategy to make that vision a reality. It serves as a long-term policy framework to guide the City’s growth and conservation in a manner that sustains the community’s quality of life, economic vitality, social well-being, and environmental resources. This document is the result of the collective efforts of numerous stakeholders including elected and appointed officials, City staff, public agencies, and City residents who have articulated their hopes, values and expectations for Oakdale’s future. The 2030 General Plan includes eight elements that include: Land Use & Community Form; Economic Vitality; Mobility; Public Facilities; Community Services; Natural Resources; Public Health & Safety; and Noise.
City of Oakdale Climate Action Plan
(Public Hearing Draft)
The Oakdale Climate Action Plan (CAP) serves to outline strategies, goals, and actions for reducing
municipal and community-wide greenhouse gas emissions. The CAP has been structured to ensure that the City does its part to meet the mandates of California’s Global Warming Solutions Act of 2006 (AB 32), while taking into account the City’s 2030 General Plan vision for future growth. AB 32 requires jurisdictions to reduce greenhouse gas emissions to be at or below 1990 levels by 2020. The CAP provides a roadmap for the City to be proactive in reducing GHGs through a series of local actions.
Crane Crossing Specific Plan
(Public Review Draft)
The Crane Crossing Specific Plan (CCSP) establishes a regulatory framework for the development of approximately 262 acres along the northwestern edge of the City of Oakdale. The CCSP provides for the creation of new residential neighborhoods, a mixed use corridor, and integrated parks and open space that enhance Oakdale’s character and market position.
The CCSP development plan promotes the following key principles:

Sierra Pointe Specific Plan (Public Review Draft)
The Sierra Pointe Specific Plan (SPSP) establishes a regulatory framework for the development of
approximately 297 acres along the southeastern edge of the City of Oakdale. The SPSP provides for the creation of a mixed use corridor, new residential neighborhoods, and integrated parks and open space that enhance Oakdale’s economic vitality and sense of community.
The SPSP development plan promotes the following key principles:

Allow for Flexibility
FInal Environmental Impact Report (FEIR) for the 2030 General Plan, Climate Action Plan, Crane
Crossing Specific Plan, and Sierra Pointe Specific Plan
The Final EIR provides the comments received on the Draft EIR and responses to those comments. Any corrections and additions to the Draft EIR text as a result of comments made on the Draft EIR are also included. Lastly, the Final EIR contains a Mitigation Monitoring and Reporting Program for the General Plan, Climate Action Plan, CCSP and SPSP.
Draft Environmental Impact Report (DEIR) for the 2030 General Plan, Climate Action Plan, Crane
Crossing Specific Plan, and Sierra Pointe Specific Plan
The purpose of the Draft EIR is to assess the environmental impacts associated with the update of the City of Oakdale 2030 General Plan, a Climate Action Plan, and two specific plan projects (Crane Crossing Specific Plan and Sierra Pointe Specific Plan) consistent with the California Environmental Quality Act (CEQA). CEQA requires that all state and local government agencies consider the environmental consequences of programs and projects over which they have discretionary authority before taking action on them. The City of Oakdale is the lead agency for the project, and the Oakdale City Council, as the lead agency’s decision-making body, will consider the information presented in the EIR before taking discretionary action on the project.

Public Scoping Meeting
Oakdale is hosted a Public Scoping Meeting on September 15, 2011 from 5:30 pm to 7:00 pm at the Gene Bianchi Community Center, 110 South Second Avenue, Oakdale, California to discuss the EIR NOP. All interested parties were invited to attend and provide input on the scope of the EIR.

City of Oakdale 2030 Preferred Land Use Plan
At a joint City Council and Planning
Commission Study Session held on July 7, 2010, direction was provided
on the preparation of the General Plan Update Preferred Land Use
Plan. The Preferred Land Use Plan can be downloaded from the link
below and represents the desired type, amount, and arrangement of
future land uses in the City and forms the basis for the development
of General Plan policy and the Environmental Impact Report (EIR).

Vision Statement
The 2030 General Plan update process builds upon the existing strengths
and values of Oakdale, while balancing new opportunities, challenges,
and initiatives. As a part of this process, the Vision Statement
communicates the shared ideals and desires for the future of Oakdale
and establishes the foundation for the 2030 General Plan. The General
Plan recognizes that change must be managed carefully to sustain
Oakdale's quality of life, economic vitality, social well-being,
and environmental resources. Beyond the General Plan, the Vision
Statement is intended to influence all activities which shape the
future of Oakdale.

Planning Issues Report
The Planning Issues Report identifies and describes the key physical,
environmental, economic, cultural, and social issues to be considered
in the General Plan Update. It provides a tool to help focus community
attention and stimulate discussion on those issues that may have
major policy implications as the City of Oakdale defines its future.
The Report purposely does not reach conclusions or suggest how the
City should address the issues and develop the General Plan. Instead,
it acts as a tool to compile and catalogue those issues in a single
place to help facilitate and document input received from the City
Council, City Staff, stakeholders, and the community. Further, the
Planning Issues Report is not static. It is anticipated that the
identification of issues will continue throughout the General Plan
Update process as additional information is generated and public
input is received.
