City of Oakdale 2007-2014 Housing Element

The City Council adopted the 2007-2014 Housing Element on September 7, 2010. The Housing Element is a comprehensive statement by Oakdale of its current and future housing needs and proposed actions to facilitate the provision of housing for City residents. The City of Oakdale has prepared the 2007-2014 Housing Element to address new State law requirements and statutory regulations with updated Implementation Program actions, to update outdated demographic and housing characteristics information, to demonstrate the City has adequate vacant residential sites to accommodate the City's Regional Housing Needs Allocation (RHNA), and to develop new Quantified Objectives for the construction, preservation/conservation, and rehabilitation of housing in Oakdale.



California Department of Housing and Community Development (HCD) Review

The City submitted the 2007-2014 Draft Element to HCD on April 8, 2010 for the statutorily-required 60-day review. Staff and the City's Housing Element consultant PBS&J worked with HCD during the 60-day review period to address HCD's initial questions and comments. On June 7, 2010, Oakdale received HCD's official comment letter (download via link below). Concurrently, the 2007-2014 Draft Housing Element was available for a 60-day public review between April 8 and June 7, 2010. The City received no public or agency comments.

Housing and Community Development Comment Letter

HCD Certification
The City of Oakdale submitted the City Council adopted 2007-2014 Housing Element to HCD for the final 90-day state law compliance and certification review on September 13, 2010.

HCD sent the City a letter on December 7, 2010 finding the 2007-2014 Oakdale Housing Element in compliance with State housing element law, and as a result, the Housing Element is officially “certified” by HCD.

California Environmental Quality Act (CEQA) - Initial Study/Negative Declaration

Pursuant to Sections 15162(a) and 15168 (c)(2) CEQA, an environmental determination in the form of an Initial Study/Negative Declaration (IS/ND) has been prepared tiered from the City's 2015 General Plan EIR. The Initial Study/Negative Declaration was submitted to the State Clearinghouse on June 23, 2010 for the required 30-day public review. Comments concerning this proposed environmental determination were filed with the City through July 22, 2010.

Adoption Hearings

One public hearing before the Planning Commission was held on August 18, 2010 to recommend certification of the Initial Study/Negative Declaration and adoption of the Housing Element to the City Council. The City Council then held a public hearing on September 7, 2010, where the Council formally certified the Initial Study/Negative Declaration and adopted the 2007-2014 Housing Element, Resolution No. 2010-136.
